I just got off the phone with the dot.gov domain manager.  It seems the US
government has decided to not only grandfather old dot.gov registrations,
like state registrations - and there is some consideration being given to
make dot.gov inclusive of all world governments.

It seems that's one of the reasons they have not pushed any attempt to
delete grandfathered dot.gov domain names.  The rationalization which I
agree with is if they start to delete domains from other governments, if
they later decide to include world governments it would look bad revoking
the records now.
