Dear Mr. Wilson-

According to your announcement (below), you have created an Address
Supporting Organization by means of a bilateral Memorandum of
Understanding between the Regional Internet Registries (RIRs) and
ICANN, without any provision or place in it for ISPs, the users of
Internet addresses.

Why has this been done? Why have you ignored the very reasonable
proposal for inclusion of ISPs in the ASO, made by Barbara Dooley,
President of CIX? (See:
http://www.icann.org/comments-mail/comment-aso/msg00021.html) Don't
you realize that if you continue to regulate the allocation of IP
addresses without allowing the users of them to participate you are
asking for trouble?

The same thing was done vis-a-vis domain names. The end-users who
tried to participate in the DNSO were turned away, sometimes
violently, as in the June Names Council teleconference. We were
first invited to participate by the White Paper, and then, when we
did participate, we were excluded and insulted. Now you are
repeating this with ISPs.

Don't you realize, Mr. Wilson, that inviting ISPs and other IP
address users to join a mailing list, after they have been excluded
from direct participation in the regulation of what most concerns
them, is adding insult to injury? The ICANN board doesn't seem to
appreciate the virulent hatred against them that their insulting
rejection of domain name users has engendered. Are you going to now
add ISPs to the lengthening list of people and organizations who
have been spit at by ICANN and its supporting organizations? Do you
think that you can refuse to collaborate and insult people, and then
continue to work selfishly for your own ends indefinitely, without
suffering any of the consequences of what your actions?
