"Bylaws" of a regulatory body? Since when do regulatory bodies have
bylaws? And since when are regulatory bodies, presumably created by
Congressional legislation, accountable to everybody?

Esther Dyson continues in the vein of double-talk. This is not a
surprise. What's surprising is that anyone listens to it.
