To the ASO, ICANN, and Whomever Else It May Concern:

This is a formal protest against the adoption of any criteria
whatsoever for the establishment of new regional Internet registries
by ICANN, and the proposal of such criteria by the Address
Supporting Organization (ASO), as there has been no bottom-up
discussion of such criteria by the Internet stakeholders and the
Internet community at large, who will be affected by them.
