Your texi2html is very old. Version 1.64 was released in 2000.

Theoretically, the configure script should check for the version number of
texi2html and just not build documentation if you have the incorrect
version. Maybe the check is incorrect or out of date. It might just be
checking to see if you have texi2html installed on the system and then
pressing on, no matter what version it is. Anyway, either uninstall
texi2html or update it, then rerun configure and build.
