I think you can get an A1200 for $199, but not sure of your definition
of low cost.  Also, the 720k floppy might get tight depending on the way
you put the TCP/IP in, but again, it is likely you could come up with a
configuration that would fit.  (But MUI would probaby push it over the
edge, so I would recommend a simple TCP/IP stack)
