This hack (despite the fact that it also would add a target to internal links links like <a href="#content">) means you force XHTML strict to be HTML.
What am I missing here? XHTML is reformulation of HTML in XML that's it. Target in HTML4.01 Strict is as invalid as in XHTML Strict.
