Strictly speaking, the <p> is optional - you only need a title and some
content
In this case dots are optional, <p> is not. What you say is true for
Transitional DTD.
The shortest page I think is valid is:
<!DOCTYPE HTML PUBLIC "-//IETF//DTD HTML//EN"><title></title>.

Well, I'll limit myself to HTML4.01 for now :)
