I've looked into this a bit more - WindowsUpdate.log basically just said that it wasn't applicable.
However I think I've found the problem: The support article here: https://support.microsoft.com/en-us/kb/3095020 Stipulates that it only applies to computers that run the following languages: ru-RU Russian bg-BG Bulgarian uz-Cyrl-UZ Uzbek (Cyrillic) ky-KG Kyrgyz mn-MN Mongolian (Cyrillic) tg-Cyrl-TJ Tajik (Cyrillic) So obviously a system running an English language locale isn't going to require this update. So a little confusing but explained once looked into a little more.
