2938066 is for WSUS, 3082224 is for the Windows Update Agent. Two patches for two different things.
If you are deploying a new instance of anything, why wouldn’t you include the latest update for it particularly when it’s a security related update? Also, without this update you aren’t deploying updates for any Windows OS beyond Windows 7 (if your WSUS version is 3.0).
