Had similar issue as Eric, with DCIS v4.1.0.360. (launched console as an account that is a member of Local Administrators group, the account is a member of an AD group that has "Full Administrator" SCCM security role assigned)
However, when I added the same account directly to "Administrative Users" with the "Full Administrator" SCCM security role assigned ... no error as per above. Note : This is on Server 2012 R2, ConfigMgr v1511. The same issue did not occur with DCIS v4.0.0.273 ... only with DCIS v4.1.0.360.
