Warren - this seems like a bug to me since this was not the behavior with 4.0. The need for Full Admin in and of itself seems like lazy development to me. This poses some challenges for operational use of DCIS in my environment. Application guy may not be full admin, therefore he cannot create and import Command Configure packages. OSD guy may not be full admin, therefore he cannot import driver packages. Note : This is on Server 2012 R2, ConfigMgr v1511. The same issue did not occur with DCIS v4.0.0.273 ... only with DCIS v4.1.0.360.
