The 2012 R2 SP1 media won’t get you to 2012 R2 SP1. You need to install 2012 SP2 first and then the 2012 R2 SP1 media will convert the site to 2012 R2 SP1.
Using the eval media is fine and will not change a licensed site to eval. Whether you are licensed for R2 or not is a different question. R2 is not free. You need to contact your reseller to determine this.
