ConfigMgr calculates the entire rules in some sort of matrix. A change to a 
collection which is in an include or exclude rule will trigger an update and 
the whole matrix will be calculated.

So no. Treat Includes/Excludes like direct memberships.

I know for direct membership rules, you do not need an incremental or full eval 
as a full eval runs each time you add a direct membership.

For queries, you can use incremental or full eval.

What about for include/exclude rules? Are either inc or full eval needed?
