Yes, you need to upgrade the clients and console to R2 SP1 first. The CU is for
R2 SP1 so without R2 SP1 installed, the CU is worthless.

Note for clients you can simply enable the built-in client auto-upgrade
functionality which will do both R2 SP1 and R2 SP1 CU2 for you automatically.

Consoles are still more or less a manual thing or can be done with software
distribution.

Subject: [mssms] Upgrading clients and consoles

Just upgraded from 2012 SP1 to 2012 R2 SP1 CU2. Tried using the packages that
CU2 put in the system to upgrade my laptop’s client and console, and both
failed with error 1642, and if I try to run the installs from ccmcache
directly, I get:
[cid:[email protected]]

Is it not possible to upgrade client/console directly from 2012 SP1 to 2012 R2
SP1 CU2? Do I have to upgrade to R2 first, or R2 SP1 first?
