Yes, you need to upgrade the clients and console to R2 SP1 first. The CU is for R2 SP1 so without R2 SP1 installed, the CU is worthless.
Note for clients you can simply enable the built-in client auto-upgrade functionality which will do both R2 SP1 and R2 SP1 CU2 for you automatically. Consoles are still more or less a manual thing or can be done with software distribution.
