Todd, I ran this very interesting scenario past the CfgMgr Product Group to see what it would take to accomplish your requirements.
The bottom line is that the tech for managing Xbox (i.e. GPO, MDM, etc) is not yet in the Xbox platform; so technically managing this system is not possible yet. Over time, as Xbox just becomes more "win10" in nature under the hood, then technically it might become possible. At that point it becomes a prioritization decision. Certainly it makes sense to put this up on User Voice to gain visibility into the idea. Hope this helps.
