This is a total long shot, but I had slowdowns like this when initially rolling out ConfigMgr 2012 a few years ago - only on remote consoles. What it turned out to be for me was that I had left IPv6 enabled on the clients and the server (the default configuration) and the network was dropping all IPv6 traffic. So frequently the console would try to contact the server, get the IPv6 address from DNS and then try talking to the server using IPv6. It would then take many seconds for the console to give up and revert to IPv4. If your network doesn't support IPv6, you might try making sure your server and console systems are configured to prefer IPv4. https://support.microsoft.com/en-us/kb/929852
It was a weird problem to track down because once it is connecting over IPv4, things speed up for a time until that network connection closes and a new network session needs to be established and then it starts all over again with the long delay. I know it is a long shot.... And I don't think it would have just come on since upgrading to CU3 - so if it was working fine before CU3, then this would not be the cause. But if you are new to SCCM 2012, then it might be something to consider. >From a console system try pinging the SCCM server...
