In SPD, in the Datasource Library tab:

Create a connection to another library
Create New linked source > configure linked source
Select the 2 lists (in your main site, and in the connected one)
Select "merge the contents of the data sources"

Then insert the dataview on your page

Yes, I think SPD allows you to link lists through the datasources options and 
then create a dataview over that new source.

This is called aggregation, and there are alot of solutions on the market for 
that. A built in one in moss is the content query web part. But the thing with 
that one is that it aggregates based on the type of content or metadata of the 
content, and not based on location (you cant point to two lists and say "just 
these two"). So if you are happy enough with joining all items that are in all 
lists of type X, I'd say go with that one.

An example of a good 3rd party aggregator that does do what you want (can 
connect to any list type) is

Does anyone know how to pull information from 2(or more) separate lists and 
combine that information into one view?  For example I have some list items in 
List A that I want to combine with some items in List B to make one view?

I am trying to cut down on the number of lists that I create :)
