What URL are you using for the site? Apparently, there's a workaround for this glitch you might want to try:
1. Log into the site where the list lives 2. Enter the list settings, click 'workflow settings' 3. Add a workflow from within here first Then try again in VS2008.... Interested in knowing if this fixes the issue. You might also want to make sure you aren't referencing the site using http://localhost, but rather, the correct name that maps to the website (http://intranet for example).
