the "download data" buttons are only going to work if you've
actually got a connection to the download server. You can use
the programs with the predownload .osm file, for Merkaartor
just un-bzip2 it first, then File->Open. JOSM can work directly
with the .bz2'd version.
Yahoo! satellite backdrops/WMS/etc will also require a network
connection but are not critical to the normal running of the
program.
