I'm afraid what you are asking for stretches Google docs beyond the capabilities of a spreadsheet.

At the moment, the status of the spreadsheet is automatically driven from doc versions coming from subversion, and doc review status (from another spreadsheet). The downside of this automation (as you note) is that line numbers change with each status update, which means your manually entered information doesn't align.

The workaround which is being used on the "es" worksheet is to copy the values of the "File" column into a separate column (J). Now the automatically updated lines will still change, but the static lines will stay aligned. (Note, by convention, I use BLACK for cells with a formula and BLUE for cells without a formula).
