SRTM is not inherently restricted, some derived products have been licensed non-commercial.... If you get it from NASA it's no problem. I'm fairly sure that NaturalEarth is SRTM based too.... http://wiki.openstreetmap.org/wiki/SRTM So we just need to use a source that isn't restricted.
