I'm fairly strongly in favour of consistency between releases, otherwise we run the risk of quickstarts or screenshots being inaccurate.

As such, I vote for a US keyboard.

As long as UK (and other countries and variants) keyboards are available then I don't see a problem with the US as default.

I recently watched my OSGeo-Live presentation from OSGIS-UK last year, and recall saying something like "The first thing you want to do is get rid of this flag here" pointing at Old Glory...
