I'm not exactly sure, but I already had a similar problem and it's
because of how Launchpad treats the different architecture. If a package
is for "all" it'll only be built on i386 and not in the amd64 build
which then causes problem with the Build-Depends-Indep.

Thanks, I know about your packaging. I had the same problem with amd64
until merging Build-Depends-Indep with Build-Depends to solve it. I am
not sure why it builds correctly in Debian with that original
Build-Depends-Indep configuration.
