just plain packaging things from debian. Take the tarball at
https://github.com/frewsxcv/python-geojson/releases

extract it, add the debian directory
the debian directory from owslib, check the debian/control, debian/rules,
debian/copyright files then run debuild -b to build a binary package,
debuild -S to build a source package
