I haven't tested this OSGeoLive version, but it looks like it is based on Ubuntu Xenial : https://github.com/OSGeo/OSGeoLive/blob/master/sources.list.d/osgeolive.list And if you look at https://launchpad.net/%7Eubuntugis/+archive/ubuntu/ubuntugis-unstable/+index?field.series_filter=xenial the proj package you quote isn't listed.
