parameter ?
No, because it's not clear what this would mean. Some servers might
interpret this to mean "leave the scale value the way it was"; others
might interpret it to mean "assume that the scale value is 1". (The
RTSP specification is not clear on this point.)
In any case, the client software is the one thing that knows - with
certainty - what the scale factor is, so it's the one that sets the
value.
