This is a known problem (bug) in the way that we currently handle 
RTP/RTCP-over-TCP.  (Once RTP/RTCP-over-TCP starts, RTSP requests or 
responses no longer get sent or handled.)

Because this is tripping up so many people, it has become a 
high-priority bug, and a fix will be coming soon.
