1. Is it necessary or standard compliant to send RTCP RR packets as a client in RTP over RTSP interleaved mode?
Yes, because RTCP "RR" packets contain useful information; they're used for more than just liveness indications.
My RTSP server seems to ignore them in this mode.
Are you using the most up-to-date version of the code (for your RTSP server)?? This bug should no longer exist.
