I've already told you why - it's because your two RTSP clients are different.

Your non-VLC RTSP client is apparently able to handle excessively large NAL 
units, but VLC initially does not.  It will initially truncate the (excessively 
large) I-frame NAL units, but should eventually resize its buffer to be able to 
handle these.
