Bernanke, gave the markets a lift Tuesday when he testified before a Senate commitee that regulators are not planning to nationalize banks. The news eased some investor concerns about the banking system, and the Dow Jones industrial average, coming off its lowest levels since 1997, rose more than 235 points or 3.3 percent.
