We motored past Charleston two nights ago on our way from Morehead City to
Jacksonville.  We are now anchored for the winter in Julington Creek just
off the St Johns river about ten miles south of Jacksonville Fl.

The poopie problem seems to be the hardest to deal with.  Some places just
send a poopie boat around the anchorage and suck out each boat.  

The LectaSan would be a good solution, but I don't know if it would be
acceptable even if we had them.  Like the valve/lock/handle, one could
easily bypass the system, a point not lost the bosses ashore.  They could
easily simply say "no discharge" of any kind so even a thousand dollar
treatment device would not be acceptable.

I am not convinced that dumping black water (not chunks of floating poopie)
overboard in places that have good circulation (a good flow through to
flush the anchorage naturally - like St Augustine does have) is a real
problem.  I imagine that for every pound of human pooping in the water
there are tons of other critters pooping in the water too.  I would love to
see a real study on the proportion of human vs animal feces loads in a
harbor.  In addition, shoreside sewerage plants are far from perfect.  From
time to time I read of millions of gallons of raw sewerage dumped because
of "accidents" or sudden overloads of the system with apparently no
repercussions.  In fact they usually say "Nature will take care of it" in
the news and it does.  There is no way to insure that these plants are
actually doing what they say they are doing, only the plant operators can
admit their discharge is not up to specs and they aren't going to tattle on
themselves.  I have thought of planting a hose in the discharge of the St
Augustine plant's output pipe connected to a crab pot buoy and taking
samples from time to time.  But first I would have to find it.  And if I
got caught the cops would likely arrest me for some form of trespassing to
protect their bosses.  It's like having the fox guard the chickens, or cops
policing cops.

The bottom line is, like gambling at a casino, you cannot win a battle with
the people that can make the rules.  They will just keep making more rules
until they accomplish their goal.
