A motorcycle drive belt might do the trick if you can get one small enough
to fit in the space needed.

Couldn't one buy a 10 hp electric motor, put a pulley on it, and rig it with
a "fan belt?" around the shaft, and a way to adjust the tention to get you
home? Fire up the generator and plug in and yo putt putt home at 3 knots.
