There was an episode years ago concerning a barge load of NYC trash being
dragged up and down the East Coast when some contract concerning its
destination fell apart. This implies that it was being transported somewhere
to a land fill, not simply taken to sea and dumped. I don't think that is done
because dumping of plastic, a major constituent of municipal trash, in the sea
is quite illegal. That oddesy was all over the media.
I have seen the Sludge Boats in NYC almost every time I have visited there
taking the sludge from sewerage plants to sea, and I knew a fellow who was
Skipper on one.
But then, even we are allowed legally to dump poop when more than three miles
offshore.
Should NYC have the same rule as we do, and simply have a three mile pipe?
Boston does. It is longer than three miles and is normally inspected and
serviced by closing it's offshore valve, pumping it dry, and exploring it by
means of two hummers bolted back to back. Or so I was told by a diver who
claims to have been there.

Truth is, you use your head and pump that overboard, I guarentee you, it will
be eaten. pronto quick.
It has always been big corportations and citys polluting. New york still takes
there trash out to sea and barges and dumps it.
