Well said, Norm.  I feel that one of the reasons why Boot Key Harbor at
Marathon is so successful is that they provide two excellent pump out boats
that visit every mooring twice a week to offer pumpouts.  With that kind of
coverage, having a "no discharge" zone almost makes sense.  I say "almost"
because I'm convinced that the outflow from our LectraSan does nothing to
hurt the water quality.  I believe that boats equipped with them or similar
devices should be exempted from no discharge zone rules.

Unfortunately, Boot Key is the exception in our experience.  Brunswick
Landing Marina at Brunswick, GA is a great marina but it's also a great
example of how *not* to run a pumpout service.  For nearly three hundred
boats in slips, their ONLY pumpout service provided by the marina is
*one*cart-mounted pump powered by a lawnmower engine.  While we were
docked there
recently, the motor wouldn't start and the tires on the cart were flat.  It
was a sick joke.

Many of our fellow cruisers had been there for months and I know that a a
lot of them were pumping overboard -- they had no choice. The water around
the marina was, well, disgusting.

Until the federal and state environmental police start *requiring* marinas
to provide realistic pumpout services similar to what Boot Key provides,
it's going to be very hard for me to take their rules very seriously.
