Rosalie...boats before 1977 did not have HIN numbers... and are not  required 
to add them after that fact... I owed as in bought brand new in 1973,  an 
Ericson 27... I was not required to add it when it became law... now is my

 OLD Boats with no serial number.
 
Depends on what state you are from and that is changing ....Ohio for  
example;  You will have the boat inspected and  the state  will issue you a 
serial 
number, which you pay for of course (not badly) which is  to installed on the 
hull in a permanent fashion.  I have now been through  this with three boats

I do not know whether the above applies to documented boats, but I know  that 
the CG will issue a serial number for those.
