* We have a LOT of cruising news for you in this Alert. Some of it I
consider quite important.
This morning, I received a message from Captain Chris Barlow, that I would
just soon not have had to post. It seems that the city of Sarasota, Florida
has just established a mooring field where the long popular anchorage has
always been, adjacent to the city marina (Marina Jacks). That's not the
upsetting part, even though the fees for mooring here are, to say the least,
substantial.
Rather, what is taxing my blood pressure medicine is a co-provision which
makes it a crime to anchor for longer than 72 hours ANYWHERE IN SARASOTA
BAY. And, I might add, the penalties for violating this statute are
prodigious.
I would be the first to acknowledge that this is a complicated situation.
For almost a year now, I have been receiving e-mails from a group of
Sarasota cruisers who have done their best to establish a sane policy that
still addresses the very real problem of abandoned vessels along the
Sarasota waterfront. At the same time, the state of Florida, as part of
their increasingly erratic effort to address uniform statewide anchoring
regulations, has apparently seen fit to establish Sarasota as some sort of
test case.
We can only hope that this "test" will not serve as a basis for anchorage
regulations in other localities. How anyone can justify a 72-hour anchorage
limit on ALL the waters of Sarasota Bay, based on the presence of an
expensive mooring field off Marina Jacks, falls entirely outside of my
understanding!

* When the waters finally deepened on Lake Okeechobee and the Okeechobee
Waterway in general last spring, I, like many of you, I'm sure, thought that
both the "Lake Route" and the "Rim Route" (the two routes used to cross wide
Lake Okeechobee), were both once again open to navigation.
NOT so for the "Rim Route." Just this morning, we posted a message from
Captain Ed Henn who discovered this passage is still officially closed. I
followed up with a phone call to the Army Corps of Engineers office in
Clewiston, Florida, and confirmed Ed's data.

*Quite some time ago we posted a message on the Net's "Florida Keys" section
about new, local regulations being considered by the town council in
Marathon, to address the issue of abandoned boats in Boot Key Harbor. Now,
to be sure, abandoned vessels on these waters ARE a serious problem.
HOWEVER, as they were written, the regulations under consideration would
have made it a crime, at least theoretcially, to leave your boat at all.*
