If most people are using this via email, then a web forum doesn't
make sense. If most people were using the web site and NOT the email
then it might make sense.

Having said that you should check out this review of the forums I did
a while back:

Another note of interest is that I have been working with the SSCA to
upgrade their forums to PHPBB3 which would support subscribing to
individual forums as well as threads which are MUST haves for any
decent web forum that really has email users.
