Sort of - - - but don't forget that sailing upwind on a close beat, the true 
wind could be steady but the higher you point the more (or higher) apparent 
wind will be. I've seen 15 kts of true wind become close to 18kts or more as 
apparent wind....

Does it make a critical difference? Probably not (with the exception of 
racing) other than as an indicator of when you should reef.

I still know people who use their face (or at least wind on their cheeks) or 
a wet finger as their wind instrument. No reason that won't work.
