Last time I was up at Titusville Muni they were still ripping out their 
floating docks & replacing them with fixed per insurance requirements.  They 
no longer allow liveaboards, so that might affect the overall attitude of 
the place.  Sad!  Of course transients are always welcomed, as the tourist 
industry has a much stronger voice than local boaters.  Sadly....It's all 
about separating tourists from your money here in sunny Florida.

We draw 5'9" & that was too much in many cases (SW Fla, the Keys & Melbourne 
area).  6.5' will be tough almost anywhere in Fla & the Bahamas.  In the 
Keys you are definitely limited to the Atlantic side as Rosalie said.  We 
were in a marina on the east end of Marathon.  Plenty of water in the 
marina, but we could only go in/out the entrance inlet at high tide.  A real 
PITA.
