You could try insulating that bulkhead with zero-clearance insulation,
e.g. 'http://www.tbmparts.com/parts_item.html?cid=11530'. This stuff is
often used to insulate fireplaces that sit right against wood or other
flammable materials, and it blocks the heat almost completely. It's not
exactly cheap, but it is effective.

As much as I like muffin fans, there are some applications that require
a lot more than a muffin fan can provide. I used a 4" blower fan from
West Marine for mine: http://tinyurl.com/dd5dye . That moves a
reasonable amount of air for my 52hp Mitsubishi engine, and runs when
the engine does.
