Check at a hatch if it isn't framed there with solid. You cannot sand marine ply as you would solid wood. This is critical as you don't want to sand through the top layer. After cleaning, you might want to settle for scuffing the existing coating and applying your choice of varnish. There is a relatively new non-skid varnish. Ron
