If you read it you would see that it means that Cities and Counties can't
put out any ordinance that says how long you can anchor in public waterways
in Florida.  Melbourne and some other areas have tried to impose a 72 hour
limit on anchoring.  Now Florida law clearly defines the laws which takes
precedence over local law.
