The ferry in question is a large cat.  I rode an almost identical one from 
Wales to Dublin and back a couple of years ago.  They are very fast, 30+  kts, 
but need relatively calm water, but if the seas are above a certain height they 
will strike the hull connecting the two amahs and can do severe damage.

 The ferry evacuating Americans was stuck in Tripoli for several days because 
of stormy seas, apparently not a very seaworthy vessel, while other ships were 
able to leave.
