The best one I have seen used on the iPad and the one I am using on my Droid 
is the Navionics plotter app.  It includes Tides & Currents and is done in 
sections (i.e. USA-East) that covers the entire east coast.  If the iPad has 
built in GPS then it is a true chart plotter.  It works very well on my 
Droid as a plotter.  The cost is based on each section and is around $14 
per.  To me it was well worth it.  It is a very long download as it is 
loading the charts on your device.  That way, if you don't have internet 
connection the app still works as long as you have a GPS signal.

I don't know about Why, but we used the Ap that was in Good Old Boat.
