I am floating right now or at least I was when I left last night.  The issue is 
getting the boat high enough to get off of the skewers or cutting the skewers 
so that they can be removed from the hull.  Once that is done I can seal the 
holes and pump the boat out then get it to a place it can be repaired.

I don't know how much room you have but I once raised an International Scout
from the bottom of the lake using(6) 55 gallon drums. I would think you
could run lifting slings or rope under the hulls and in your case sink the
barrels with the bung at the bottom then using an air compressor pump air in
until it floats. The upside is that you could then float it to the repair
facility.

Looking into bags but they would have to be really big to go under the
bridge deck and raise up much.  We really need to get the hull up from the
bottom.

How about contacting a towing company and using their air bags under the
bridge deck and float her out.
