I agree that refactor-as-you-touch-things is definitely the way to go, but if we're going to end up having a test/commands for all the command line tests, then we might as well start it sooner rather than later. On the other hand, if we dont' all agree that that's the best path forward, then I guess test/functionalities would be the place for it to go now, and we could continue that discussion on the other thread.
