It fails while linking `HostTests.exe` with undefined gtest symbols. This PR only touches the gdb-remote plugin and its unit test, and the Linux, Linux AArch64, and clang-format checks are all green. I also noticed several unrelated PRs failing the Windows premerge check around the same time, with different failures. Is this a known premerge/infrastructure issue at the moment, or is there something in my change that I should look into? Happy to open an `infrastructure` issue if that would be more appropriate.
