i don't think this is a classpath problem because the classpath is 
being set in
the build.xml file. It includes all jars in the lib directory e.g. for xjc
task:

<taskdef name="xjc" classname="com.sun.tools.xjc.XJCTask">
             <classpath>
                <fileset dir="lib" includes="*.jar" />
               </classpath>
     </taskdef>

The missing class "com/sun/xml/bind/api/ErrorListener" is part of the
jaxb-impl.jar. When I remove this jar from the lib directory on my machine, I
get the same error message you reported.

Can you check whether the com/sun/xml/bin/api/ErrorListener is 
contained in your
jaxb-impl.jar? (when you type "jar tvf lib/jaxb-impl.jar", you'll see what is
included in the archive - this assumes you $JAVA_HOME/bin/jar.exe in 
your sytem
path)
