There are no plans to implement repeat="0-2".
The C1G2TagSpec had a few alternatives, none of them were perfect
solutions.
We chose the list as the most natural way to do it.

  I see that LTKCPP allows for more than 2 C1G2TargetTag parameter as
part of C1G2TagSpec although the LLRP spec says that it can have atmost
two. Since the current implementation is based on List, there is
currently no check to limit the number of elements to 2.
  Is there any plan to fix this validation?
